Height/bump maps, normal maps and spec maps should be using non-color data. I do agree that the displacement setting should not be using normal maps, but the height maps.
You can actually combine height maps and normal maps into one; use the bump mapping node(Vector--->Bump).
Connect the bump image texture to the height, connect your normal image texture to the normal mapping node, then the output should be connected to the the normal of the bump mapping node.
